Promotion of National Greenhouse Gases Mitigation Execution Strategy and Cross-Departmental Collaboration Mechanism

This project assisted in the compilation of the 202 climate change actions proposed by all departments in accordance to Article 8 of the Greenhouse Gas Reduction and Management Act (hereinafter “GHG Act”). Moreover, after reviewing and analyzing climate change strategies and measures proposed or performed by various countries and international organizations, recommendations were proposed for the 6 main sectors in Taiwan with respect to the content conveyed by the Sectoral Greenhouse Gas Emissions Control Action Programs (draft). For the energy sector, the general aspects of the overall strategy is consistent with the global trend, however, the lack of a more diversified and overall more comprehensive climate finance mechanism prohibits enough financial incentives for renewable energy development. For the manufacturing sector, mechanisms for promoting and matchmaking private sector involvement should be reinforced. The transportation sector should also look into promoting biofuel utilization for aviation and shipping on top of promoting electric vehicles and railcars. For the residential and commercial sector a roadmap outlining the expected energy efficiency standards down the road should be put in place. Furthermore, a more robust building energy efficiency auditing mechanism should be established. For the agriculture sector, the optimization of feed and communicating the important of soil management are both directions that can be explored. For the environment sector, GHG emissions from municipal and industrial wastewater should be managed more actively. With feedbacks from experts in the fields, this project has also developed an evaluation framework that may be handy in the future by assisting the 6 sectors in evaluating if a mitigation measure would be suitable for implementation in Taiwan. Lastly, the “Greenhouse Gases Management Act Measures Reporting Platform”, an online reporting platform, was designed and built in accordance to the requirement of the GHG Act. The platform also took into account of the proposed cross-sector collaboration mechanism, the proposed evaluation mechanism and the challenges encountered when promoting the GHG Act. With these considerations taken into account, the platform should be able to boost the efficiency of the data compilation and progress evaluation process.
